Digital exclusion in sub-Saharan Africa reflects deep asymmetries in community ownership, institutional capacity, and pedagogical relevance that device deployment alone cannot address. This paper advances the emerging Theory of Culturally Responsive Technology Integration (CRTI) as an ICT4D framework for community-driven digital equity, grounded in a decade of field-based implementation across Rwanda, Tanzania, and Kenya (2015-2025). A mixed-methods study engaging 72 participants across five pilot sites examined how CRTI's Four-Pillar Framework operationalises sustainable, gender-inclusive digital access in low-resource settings using modular offline-first tools (RACHEL, Raspberry Pi, Endless OS). Key outcomes include 87% average technology uptime, adoption of three co-designed curriculum modules, a 100% national examination pass rate at Loiborsiret Secondary School, and cross-sector partnerships aligned with SDGs 4, 5, 9, and 17. Findings affirm that technology drives transformative equity only when embedded within locally owned, ethically grounded, and pedagogically responsive community ecosystems.
